looking through those regulations it seems that the kid should have said he was preaching his beliefs at the same time, maybe he could have got away on a first amendment technicality.

the area that he was playing in is usually filled with transient homeless kids, drug dealers, etc. They agressivley pan handle, act like assholes, etc. I've known people who would rather go out of their way to walk around that block then get harrassed by some dirty punk for change or a cigarette.

when I started working in Boulder in 01' the beat cops were really smart about things. They were freindly, respectfull, and professional. They acted a lot like detectives in that they didn't do things that would make it hard for them to collect information on who was causing the worst problems. The last time I was there those cops had been promoted or something and the new ones were kind of dumb. Anyway, I suspect that it's very possible the cops knew this Kallen kid and just didn't want him to be having fun.
