Just my opinion based on my personal observation over the years and having lived through the emergence of "punk" and "Goth". Also from having known many of them myself.
First they are, each, a separate and distinctive lifestyle from which their music emerged and then appealled to the nature of those who had a tendency towards that lifestyle and drew them deeper into it.
I never saw or heard of the punk culture till I went to live in Berlin, Germany in the mid 80's. Till then, a punk to me was a dirtbag that would stab you in the back, had no respect or courtesy for anyone around them and, basically deserved a daily ass-whippin'.
My first night in Berlin jet lag was forgotten as I walked down the Ku-Damm and wondered just what the hell I had gotten into. It put a major shock on the system of this (up till then) country boy. Spiked and multicolored hair, body peircings and general weirdness was the order of the day.
As I got to know some I realized that, as long as I had respect for their opinions, we could get along. Basically, their opinion seemed to that everything was wrong. They protested everything, in particular, anything political. I actually agreed with a lot of it. Problem was all they could tell you is what they disagreed with and couldn't tell you what they DID believe in.
When I came back to the States several years later the LOOK of they punk had begun covering the States but not the attitude. American punks were, by and large, posers and imitators (Something that any self respecting European punk would see through and proceed to beat the shit out of them.) Oddly enough I can respect that attitude.They had no idea of what the Europen punk was all about. They were only influenced by the music and wild look. I don't pretend to know and understand the punk attitude and don't really care untill they can decide what they believe in and do something constructive.
At any rate, both of them were useless segments of society that do nothing but loudly complain about everything that is wrong but have nothing valuable to offer that will right the wrongs. If someone has no possible solution they need to shut up and and quit being part of the problem.
As far as the Goth most seem to be self-centered, once again, useless segment of society. Covering themselves in black, dying their hair black and withdrawing from society. They see themselves as victims of anything that happens. Even if it is good they turn it into something bad. I'm talking about true Goth, not the posers and imitators which are drawn by the look only.
In the cases of both the punks and Goths they need to get a fuckin' life and a job!
