I happened to catch this notice in backstage.com regarding auditions for an upcoming holiday promotion in New York City. No pay, but it appears that hats are OK.

11/6 at 10AM at The Theater at Madison Square Garden, Seventh Ave. and 32 St., above Penn Station, NYC.
The 34th Street Partnership Holiday Team which includes "A Christmas Carol" at the Theater at Madison Square Garden, Macy's, The Empire State Building and the 34th Street Partnership, is looking for street performers, painters, jugglers, musicians, choirs, and artists to perform during the month of December for the first-ever "Family Nights." "Family Nights" in the 34th Street area will be held every Thursday night in December, in designated high traffic areas including in Macy's, select sites at Madison Square Garden, as well as other spaces on 34 St. between Fifth Ave. to Ninth Ave. There is no pay involved and this is non-union, but artists are given permits for these key sites, as well as able to collect money themselves for the performances.
All types of performers are encouraged to attend, i.e. jugglers, street painters, drummers, balloon artists, choirs, carolers, school groups, church groups, etc. Strong improv a plus. Certain performers may qualify for "A Christmas Carol" for their Victorian marketplace. Performances must be appropriate for families and children. It is preferred that performers RSVP by calling the Street Performer Hotline at (212) 465-6773. Open auditions will be held on Wed. Nov. 6 at 10AM at The Theater at Madison Square Garden, Seventh Ave. and 32 St., above Penn Station, NYC. Enter the South Concierge (club entrance). NON-UNION PERFORMERS.
