Juggling Hat question

I am working on a new quick routine with Dube bowler juggling hat. I need some advise as to how to prep the hat as it's not as stiff as I would like. What does anyone recommend? White glue diluted? Liquid Latex???? Any ideas would be of great help!

BTW: White glue would work, but you can't get it wet with rain, or eventually sweat.
