The best resource for USA festivals on the Net - www.festivalnet.com. Huge database, you can search by state, city, month, 'radius search", key words etc. I have been using them for the last 8 years, and it is awesome. They do charge for subscription, though, but it's only about 50$ a year, so for a travelling entertainers/vendors it is a really good deal, as it saves tonns of time and gives you direct links to talent managers - names, e-mails, phones etc. Check it out, and if you decide to subscribe, plee-e-a-ase mention my name (Irina, face-painter from NOLA) or my ID # 12476 in the section where they ask you how did you hear about them- they give me 10$ credit on my fee for every person I refer... Same will work for you if you are their subscriber. I do not make any real $$ promoting them - just a break on subscription, I honestly think it is the best web-site for festival connections.
For music festivals my favorite site is www.jambase.com - this one is free, but they only book bands, street performers can get into music festivals as enetertainers in kids village, this is volunteering, but you get free admission/camping/food and can make some tips - I love doing music festivals just for fun.
