Paul Perrault from Phantasyk does Roue Cyr. I am pretty sure he has his made by a local machine shop. If you send him an email I'm positive he'll be helpful.

I'm sure this is probably cheaper than going through a "specialty circus shop"

I've seen a couple in the LA area. I know there's a guy in Riverside CA who makes Aerial Hoops among other circus props... I can't be specific with contact/info, sorry. I would suggest contacting someone at Cirque School LA and they could ask some of the people who train single wheel there.
