I do not think the charging is a big deal...50lbs for the run of the festival or 20 for a week, you will make that back in a show easy...
I do not think that scheduling acts in advance is a good idea though...I think the morning draw is the best way plus it keeps the comradarie.
I was not there last year, but I heard it was way over crowded with acts and at one point there were 50+ performers for the 30+ spots.
maybe charging will limit a tiny bit the number of acts that show.
