This site has performing locations worldwide, and links to regulations/organizations where they exist. In the U.S. busking is technically covered by the first amendent to the US constitution; the state is allowed to regulate time, place, and manner, but they are not allowed to ban street performing, which is considered "protected" activity under the first amendment...however, not all peace officers are aware of this...never a good idea to argue with a person who has a badge and a gun, even when you are right.
I notice that there was a court case in Venice, CA in 1997:
