Anyone know the official rules? I'm calling Lambeth Council tomorrow morning. So far I've heard:

From a statue on the pitch: You need a license.

From security guards near the pitch: You need a license.

From Hungarian break-dancers: We just turned up, we're here all week.

From Covent Garden buskers: Just turn up.

And you, my friends?

I was told once to just turn up and so I did.

I understood the permit was more for people who were considered vendors like balloon twisters.
