Go to Wien, but now it`s cold... You can perform on stephan`s platz, with no autorisation, the place is amazing, but you may get in troubles with the local break dancers if you have a big show... say helo to them from me...they love me..jejeje. You can not do fire, your amplification should not be too load , and you canīt do any sort of dangerous acts... you must stay more than 50 meters away from the church....if you are a musician you will need a permit, not always easy to get, and you will perform the main pedestrian streets near Stefan`s platz.
    good luck.

Salzburg has a pedestrian street running through the old side of town where I've stopped a couple of times in summer. It can be pretty good in the evenings and the police only asked me to turn down my amp a bit. Amp not realy needed as acoustics are pretty good.

Other than that and Wien you could try the shopping street in Linz(suits smaller sidewalk shows not circle acts) although I don't know the situation there as regards to permits. I do know that the people of Linz are very much used to Street Performers as it hosts one of Europes biggest Street Performing festivals, the Pflasterspektakel.

Graz may be worth a try as it's a relatively big city.

As Izzy mentioned though, still a bit cold up that way.

Try coming down to Croatia, Zagrebs not a bad place to work, but you won't be making euros. Bit warmer though.
