pavement art in Italy and Spain

Would anyone know if I absolutely need a working visa to do pavement art with chalks in Italy and in Spain. And more specificaly, where can i apply for the permits (if i need any) to work in Rome and in Madrid... Thanks

I've been working in europe for 7 years and have never heard of any street artist requiring a work visa to work any where in Europe except the U.K., and even there plenty of people get away without having one.
