I did the St. John's buskers fest there a few years ago. One of the best festivals I've ever done. HUGE hats and really nice people. The best pitch is on George St. Right near the Scotia Bank Building. High traffic area for locals AND the cruise ships get off just a block away from that. Plus the space is large enough to house a big crowd.
The city council canceled this years buskers fest even though it was a huge success. Some sort of inner politics stuff. A bummer, because I saw it getting quite big...
Oh well, so goes government...
