In USA Today on Monday 25, Apr. in the State by State section was the following :
"Washington, Seattle - A federal Judge has ruled that the regulations the Seattle Centernhas set for street performers is unconstitutional. U.S. District Judge James Robart said rules requireing buskers to get permits, wear badges, stay in certain locations and refrain from asking for money violate their first amendment rights. Under such rules, Robart wrote, 'a latter-day Gene Kelly cannot sing in the rain.'"
