It's a Cyr Wheel (roue cyr) invented by Daniel Cyr of Cirque Eloize. My guess is that the guy in the video learned it at Ecole in Montreal, and he looks like someone I saw in their class show at Just For Laughs.

We have hoops in the air but no cyr wheel - I want to learn that or German gym wheel, though, they look like so much fun! Cause what i need is another *really big* prop to tote around...
