Do you need a permit in New York?

I'm traveling to New York and I was wondering if a street performer needs a permit. I know that you do in Chicago.

Yes but thay won't tell you how to get one, then tell you that you dont nead one IF you are from out of town, then bust you for not having one, then charge you 25$ for one, then arest you and take your stuff claming the permet to be fake!!
