Seattle-Vancouver commute

I am looking for contacts with buskers commuting between Vancouver and Seattle festivals. I don't have a car, but will pitch in for gas and have USA passport. (I know it can be a problem bringing props into USA for canadians...) I paint faces so I can either team up with any circle show, or set up by myself. What are good crashable festivals in Vancouver in June-July? Is there a city permit in Vancouver and is it available for americans? If you want to camp on the islands between gigs - i'm all for it!
