Key West buskers permit

I just came home frome Florida, and there are new rules in Key West. In 2005 you'll need a street performers permit to work on Duval. It's 100$ a year (87$ for 05), and you can only apply in january, and get it on ONE DAY ONLY!!! - feb 15th this year. It looks like City Hall wants to have locals only (though you don't need a local ID so far), and to be able to choose only the acts they want. You have to give them the picture and discription of your act, and they decide what is OK and what is not. There are no official guidelines on types of acts which are permitted, they just call you and tell you if you are approved. It has nothing to do with Mallort Square, they have their own rules, but the City wants to regulate all activity on Duval. There is also a street artist permit for crafters, which allows to sell hand made arts and crafts on a small scale.
